Assistant Attorney General, Maryland Attorney General's Office, 1987 to 2003.

1998 to March 2003: Assistant Attorney General, Civil Litigation Division

Senior Litigation Attorney for the Civil Litigation Division of the Office of the Attorney
General (“OAG”).  Represented State officials and agencies in trial and appellate litigation
in Maryland State, District of Columbia, and federal trial and appellate courts, including
employment cases, health care matters, contract disputes, tax issues, Americans with
Disabilities Act disputes, and a variety of constitutional law issues.  Reviewed and edited
appellate briefs for attorneys throughout the Attorney General’s Office; conducted moot
courts for OAG attorneys arguing in State and federal appellate courts.  Supervised
Assistant Attorneys General (“AAGs”) throughout the OAG on litigation matters of all types.
Participated in planning and teaching in-house educational seminars and courses for
AAGs.  Developed and managed law and paralegal student internship programs for the
Litigation Division, including recruiting, selecting, administering, supervising, and teaching.

1995 to 1998:  Assistant Attorney General, Civil Rights Litigator,
                       Maryland Department of Health and Mental Hygiene

Lead counsel for defense of major law suit against State health care facilities and officials
in U.S. District Court; supervised and directed work of a trial team of attorneys and legal
assistants for the case.  Defended other cases against State health care officials and
facilities in U.S. District Court, Fourth Circuit Court of Appeals, Maryland Court of Special
Appeals, and State circuit courts, and briefed a case in the Supreme Court.  Reviewed and
edited briefs of other Assistant Attorneys General and provided consultation on litigation
matters, including brief-writing.

1991 - 1994:  Chief Counsel, Baltimore City Department of  Social Services (BCDSS)

Supervised and managed an office of 20 attorneys and 45 legal assistants and support
staff handling all Juvenile Court and Circuit Court child welfare and adult guardianship
cases in the City of Baltimore; provided legal advice to the Department Director and staff
on all social services legal matters. Drafted, reviewed and testified on proposed legislation;
drafted agency and court policies and regulations.  Worked with the Chief Judge for the
Juvenile Court to plan, develop and implement new computer filing and records system for
the Juvenile Court.  Taught child welfare law to social workers and attorneys.

1987 - 1991:    Counsel to the Maryland State Social Services Administration,
                       
Department of Human Resources

Represented the State and various county departments of social services in trial and
appellate litigation in Maryland circuit and federal district courts, Maryland appellate courts,
and the Supreme Court.  Advised the Executive Director of the Administration and her staff,
and the directors of local departments of social services and their staffs. Drafted proposed
legislation, policies, and regulations and testified on bills before the General Assembly.
Taught child welfare law to caseworkers and attorneys.  Reviewed and edited briefs of
other Assistant Attorneys General in the Office, and provided consultation to them on brief-
writing.
